Not officially announced (by the Panthers..) yet, but the German news outlet BILD announced it today, and it was later confirmed by Joe Person. The Panthers are expected to announce something about it in the coming week.

The NFL has been looking to move into that market (Germany) for a couple of years. Germany is expected to host a number of games (at least one per year) much like the ones in England. The NFL currently plays games on a "rotating" basis in England and an occasional game in Mexico.  The "inaugural" game in Germany was played last year (2022) between the Bucs and the Seahawks in Munich. This year (2023) there will be two games played in Germany; the Chiefs vs. Bears and the Saints vs. Patriots. (No game in Mexico this year because of stadium renovations..).
