It's early in the news cycle, but it appears Haskins was struck by a dump truck while walking on an Interstate Hwy in Florida. He played parts of three years and was recently tendered by the Steelers as a RFA. Haskins was competing for a job behind Mason Rudolph and Mitchel Trubisky after Ben Roethlisberger retired. Haskins was taken by Washington at #15 overall in the first round of the 2019 draft. He was very ineffectual in two years at Washington and was released. Pittsburgh picked him up to compete last year.
Haskins was in Florida training with other Pittsburgh players in the run-up to Training Camp. Why he was out on the freeway walking is anyone's guess at this point.
