AGREED --- An "injury" is certainly one way to shut down a player.....for awhile anyway.
However, I think Rhule is IN FACT in charge of the roster. Tepper made it clear (I remember in the beginning when he actually came out and said so..) that Rhule had final authority over players and rosters. Yes, Scott Fitterer does research and makes contacts and talks with agents, etc., etc. BUT, Rhule makes the decisions about who stays and who goes. Fitterer has absolutely no autonomy. His position is a direct "handcuff" to the HC. No player decisions get made without Rhule's decision approval.
I wholeheartedly approve of Scott Fitterer and the way he does things. I think he is a top line GM (IMHO..). If only Tepper would 'break' the "handcuff" and let him operate as a GM.
