Huh..??? Who is "they"?? Who said that.??
But to answer your question.... With 7 rounds of picks and 32 picks in each round..... Then YES, there are more "picks" coming out of 4-7 than there are coming out of 1-3. Simple math. Add in UDFAs and Compensatory picks, and YES, there are more players every year coming out of 4-7 and UDFAs. That doesn't mean that those players have a role or are being counted on to produce. Nor does it mean that they will even hang around for next year, much less for a career. They're just extra bodies. And many (most.??) of them hang around for two or three years on a rookie contract then fade away into oblivion. Of course, teams DO pick clear to the last spot. They HOPE that once in a great while they "hit" on a 7th or UDFA. But they are not counting on any player drafted that far down to be a contributor.
No GM in his right mind, would equate a 7th rounder or UDFA to a 1st, 2nd, 3rd, or 4th round pick. No GM (in his right mind) would trade one 2nd rounder for three or four UDFAs. So sure, teams pick down to the last man and add UDFAs. Why not.?? Maybe they'll strike gold. Like Mr. Irrelevant. It CAN happen. And it doesn't cost anything to take a swing. You never know. But FIRST... you know as well as I do, how the trade value chart is designed. There's a reason you have to trade a BUNCH of late rounders for ONE 2nd rounder. There is just little to no value in the late round picks. So, as far as "they" saying that there are 63% of a roster of draftees come out of rounds 4-7. OF COURSE THAT's TRUE, just based on numbers. But it most certainly is NOT true based on value. 7th rounders and UDFAs are essentially practice fodder and are replaced the following year with more of the same. And yet we continue to HOPE.... maybe this is the year we find a "gem" hidden in a most unlikely place.
